Port of Tarragona’s New Innovation Plan 2025-2030

The Board of Directors of the Port of Tarragona approved the new Innovation Plan 2025–2030 at its meeting held on 17 December.

This plan sets out the Port’s innovation strategy for the next five years, with the 2030 strategic vision of becoming a benchmark port in the Mediterranean for innovation applied to the digitalisation and sustainability of port logistics operations, while fostering the growth of an active, connected and talent-driven blue economy ecosystem.

Under this strategic vision, the SOM-INN PORT Open Innovation Ecosystem is consolidated as the mechanism that institutionalises innovation at the Port of Tarragona, both externally (the port and territorial innovation ecosystem) and internally (the internal innovation service for the Port Authority of Tarragona).

The content of this plan is aligned with the Strategic Framework of Puertos del Estado, the Ports 4.0 programme and the UNE 178110:2024 Smart Ports standard, which provide a clear roadmap for transforming the port model and consider innovation as a necessary condition to ensure the future of ports.

This Innovation Plan establishes a roadmap structured around five areas: strategy; organisation and roles; knowledge management; processes and tools; and innovative culture and talent.

The Innovation Plan was developed over three months of work, with the technical support of SDLI, and includes the following components:

  • Diagnosis: An external analysis, a sectoral analysis and an internal analysis were carried out, resulting in a SWOT analysis of innovation at the Port of Tarragona. Both staff from the Port Authority and members of the Port Community participated in this phase.
  • Strategic vision for innovation: Innovation is conceived as a driver of change, enabling the Port of Tarragona to achieve four specific innovation objectives: promoting a shift in corporate culture, accelerating transformation processes, improving digitalisation and sustainability, and providing value to the territory.Three strategic innovation axes are defined: advanced digitalisation, sustainability, and efficiency and safety of operations.
  • Governance model: To ensure effective and strategic innovation management, a clear organisational structure is established, with defined actors responsible for driving, coordinating and overseeing the entire innovation process.On December the 2nd, the Innovation Committee was formally established as the strategic body responsible for prioritising initiatives, allocating resources and steering innovation in line with the objectives of this plan.
  • Action plan / roadmap: The activation of the Port of Tarragona’s Innovation Plan is structured into three consecutive phases—planning, activation and consolidation—allowing actions to be deployed in an orderly, efficient manner and aligned with the 2030 vision.
